The legality of decisions made by councillors at Benalla, Shepparton and Campaspe councils has been called into question after it was revealed the Andrews Government plans to sack the council for an administrative oversight.
Chief municipal inspector David Wolf has determined that, under Daniel Andrews' new code, Benalla, Campaspe, Shepparton and 10 other councils will have to be replaced by administrators until new councillors can be elected in October.
Member for Euroa and Deputy Leader of The Nationals Steph Ryan said the councillors' failure to sign the code of conduct raised doubts about the legality of their decisions.
"Daniel Andrews has stuffed this one up royally," Ms Ryan said.
"This is not just about councillors at Shepparton, Campaspe or Benalla.
"Clearly when 107 councillors around the state find themselves on the wrong side of the law, the government has failed to properly communicate the change.
"The bigger concern is the doubt this throws on the decisions that these councils made while they were operating outside the code of conduct.
"Daniel Andrews needs to give the community an assurance that his bungled handling of this has not rendered those decisions invalid," Ms Ryan said.
